Two individuals have been detained as a component of an inquiry into the illegal deposit of many thousands of metric tons of refuse in a open field in Oxfordshire, England.

Law enforcement reported that a 69-year-old was arrested at a property in Hampshire's Andover, while a man in his fifties was taken into custody in Slough in association with the huge heap of rubbish dumped near Kidlington.

These apprehensions follow a prior report which exposed the existence of more than 500 unauthorized tips in England, including at minimum 11 so-called "major sites" bigger than 20,000 metric tons.

A official for the environmental body said that the detentions were for environmental and money laundering crimes and were a "crucial step" in ongoing investigations. The apprehended men have been released on conditional release.

Size of the Issue

The dump in Kidlington, situated between the Cherwell River and the A34, is thought to hold around 21,000 tons of refuse in a mound which is up to 150m (490ft) long and 6m (20ft) in height.

This mound of rubbish is consists of what seems to be sorted domestic waste, chopped up plastic items, Styrofoam, tyres and other household articles.

It is just a single of 517 unauthorized dumps in the country, at minimum 11 of which are estimated to hold over 20,000 tonnes of rubbish. They include a 280,000-tonne location in the county of Cheshire, two 50,000-tonne locations in Lancashire and Cornwall and a 36,000-tonne tip in the county of Kent.

The total figure of such larger sites is likely to be higher, as the environmental authority has earlier indicated it does not hold information on tonnage for every unlawful site.

A large proportion of such locations are in countryside locations, often concealed, and on land that is zoned as agricultural land.

Organized Enterprise

Law enforcement state numerous are managed by organised crime gangs, who are making cash by demanding far less than lawful firms to accept and bury garbage.

Businesses have to pay disposal fees to use lawful landfill sites, contingent on the amount and category of waste they are trying to get rid of, and landfill tax is also levied at just over £126 per tonne.

Community Frustration

Preparatory operations to clear the Kidlington area dump started earlier this month following concerns over the risk of combustion and the effect that would have on the nearby major road.

A contracted clean-up company has been given the contract to remediate the site over the coming 12 months at a price of £9.6m.

An compliance officer for the government environment team stated that the body would be seeking to recover the clearance expenses under confiscation legislation from any party successfully found guilty at the end of its active inquiry.

She noted that this week's detentions would help "move the probe forward" and permit the agency to "follow more leads to determine precisely what occurred and who was implicated".

"This illegal dump at the site was an appalling and deliberate attack on our natural surroundings and officials understand the community's outrage at this horrific offence," she remarked.

A government official welcomed the arrests, adding: "This unauthorized deposit of garbage at this location is appalling and has led to significant detriment to the environment and distress to the nearby residents.

"Our administration is committed to eliminating this kind of illegal activity throughout the country, by increasing funds to combat waste crime, employing more staff and introducing stricter measures and penalties for those who break the regulations."

The apprehensions were made on Thursday by agents from a specialist organised crime team and are in addition to an previous apprehension of a man in his thirties from the Guildford area in the autumn. He was let go awaiting additional inquiries.
